Can I buy a car with a licence from Washington state?

Ok, so I'm planning on going and getting a licence to buy a car I currently reside in Wisconsin.

you don't need a license to buy a car well i bought mine on february it is actually registered under my name I'm just not supposed to drive it until i get a driver's license. You could even get insurance for it. I live in CA

How do you get insurance on it without a license?

You can go to insurance agents to ask for various type of insurance that you can get without dl.
