An analyst from MPI gives the prospect of reform in the 112th Congress.

ROSENBLUM There’s been a pretty steady debate the last three sessions focused on comprehensive immigration reform that would include enforcement, legalization and visa changes. What we see looking forward in both chambers is, that’s sort of off the table.

In the 112th Congress, Republicans will replace some key Democrats, and hard-line Republicans will replace some moderate Republicans. So there’s talk of pushing through pieces of the immigration reform puzzle in the lame duck. Namely the DREAM Act, which would allow children who were brought to the country illegally to earn their own citizenship by going to college or serving in the military. But there’s risk in that, says Rosenblum

ROSENBLUM All those policy issue are still going to be in play in the next session, so going into that next session having used this tricky procedural lame duck session to do something substantive would rub some people the wrong way, and would set the next round of debate off on a rough foot.

In the House, Republicans Lamar Smith and Peter King are the presumptive new chairmen of the Judiciary and Homeland Security committees, respectively.

ROSENBLUM Both know the issue well and have been tough advocates for tough enforcement.

It seems the story line for immigration reform is about to take a right turn into maze of oversight hearings. That’s one way to distract the agencies from developing regulatory solutions, or doing anything else about immigration policy outside of the legislative process.

ROSENBLUM I’ll be interested to see what kinds of oversight hearings and often they occur.

This is why I dislike politics with a passion.
So, trying to pass the Dream Act in the Lame duck will affect the 112th congress in the wrong way, WHO CARES? Lets pass this now, i hate the fact that they always say "NEXT YEAR OR NEXT CONGRESS"....

All the past immigration bill have passed in the Lame Duck Session, let make it happen again, Dream needs to pass!

Next Congress/President

2013: Next year

2014: Next Congress

Thats whats going to happen unless we can get the ball rolling before the lame duck session is over!

I don't know why everyone actually favor the democrats over the republicans when it comes to immigration. Republicans have been granting amnesty since Regan. Even Bush tried to push something. What has Obama done for immigration again?

I think CIR will happen in the next Congress. It will just be tougher. Higher fines for sure.
