When will the President sign the Bush Tax cuts is there like a time limit that he has to sign it. When will he sign it does anyone know when a president signs a bill

It all depends, it can go to a committee for revision to see if both the House and the Senate version match up, etc. It either gets sent to him directly to sign and he has 10 days from when it passed in both chambers, the President has the right to "pocket" it. If he doesn't sign it, the the bill becomes a law automatically.

I heard Pelosi and others talk about China paying for this and thus tax payers paying for the "loan". Would that impact dreamers in a negative way when DA passes?

It's not the China is paying for them per say, it's that the tax cuts are coming straight from the deficit. Arguably, it can be good since the DA will actually reduce the deficit over the next ten years, it can be argued that one way to offset the massive addition to deficit of the tax cuts could be to pass the DA asap.
