Whether or not he is Mitt Romney’s running mate, Florida’ junior senator, Marco Rubio, is the Republican Party’s Hispanic star in a year when the Hispanic vote may determine who becomes president.

One of the most important issues for Hispanic voters is immigration policy. President Obama did well with those voters in 2008. Through much of last year, as he tried out his new found star status, Sen. Rubio talked about many issues, but avoided immigration.

Now, though, he’s trying to engage.

Over the last two weeks, Sen. Rubio has discussed a GOP counter-proposal to the Development, Relief and Education of Minors (DREAM) Act, which failed in Congress two years ago.

It would have allowed minors who were 15 and younger when their parents entered the country illegally to obtain Permanent Resident status if they completed two years of college or served two years in the military and met several other conditions.

Permanent residents can apply for citizenship, and that part of the bill explains why only three Republican senators supported it. The bill passed the House and got 55 votes in the Senate, but needed 60 to cut off debate and get to the bill to the floor.

Sen. Rubio doesn’t actually have a bill. According to an aide, there might not be a bill for “weeks or months.”

But if there is a bill, it would not provide a path to citizenship to those who entered higher education or the military. It would provide, if applicants met certain conditions, some sort of long-term work visa that conferred legal status, but not Permanent Resident status.

Sen. Rubio has called the DREAM Act “amnesty.”

Critics say Sen. Rubio just wants to make the GOP look more Hispanic-friendly in the nation’s key swing state. The New York Times called his proposal a DREAM Act without the dream? What do you think? Leave a comment or click on the link below to take our poll

I say, wait. The aide didn't say that it bars us from residency and citizenship though. It would not provide us with a path to residency and citizenship like the DA does, but it does not ban us from aspiring to do so either. We would have to utilize the existing means/processes for applying to residency and citizenship under the current system. Immigration truth, he has clearly said this in other interviews.

I am waiting until the bill is presented. I am not going to start bitching at him.

Oh and another thing, dudes when he did he say that he already has a bill? it is highly likely that he does not have a bill yet because he is trying to build consensus on his ideas and then craft a bill. He has even said that this cannot be rushed. I urge everyone to wait and to inform him one way or another on the type of bill we would support.

I think Durbin should pressure this Rubio dude to put the bill out...
Its beginning to look like all this Rubio Dream act is just a hype.. To get some Latino votes.. arghh PUT THE BILL OUT!!
