Do my friend qualify?

He entered the country before 16/
Live 5 years here before the differed announcement was made..
But he did not graduate high school here...
BUT he wants to join the military... does he qualify?

Tell him to go back to school. If he doesn't have a G.E.D. or a High School diploma, he needs to be in school working on a G.E.D. to qualify. There is no way around it. It is a very important requirement.

Unfortunately, even with work permits, we won't be able to join the military.

It confuses me. Don't we need to be currently in school(including GED)/graduated or finished high school/already finished or on the way of obtaining GED on June 15th, 2012 to be qualified?

or high school drop out can just simply return to school after hearing the announcement and still be qualified?

My cousin has a similar situation and I just want to be clear.

Nope. He must've either:
1) Be currently enrolled in High school during the June 15th announcement. (Possibly be also in the process of getting a GED).
2) Had a HS diploma / GED during the June 15th announcement.
3) Have been a veteran of the armed forces or the coast guard by the time of the June 15th announcement.
