I am filling out a job application offer that checks your background and it asks for government ID number. Would this number be the USCIS # that is on my EAD card?

Basically the number on your ID/DL or your SSN.

A "government issued id number" is any number issued by the government which is intended to identify an individual.

I received a job offer and I am filling out a LexisNexis Screening application that checks your background. It asks for a government ID, so my question is if I can put my USCIS # there or what?
