If my mom applies for medicaid for my brother, will it affect her chances of obtaining a green card or citizenship?. Same thing for applying for food stamps.

Families that include immigrants can apply. You can apply for your
child even if you aren’t eligible for coverage. Applying won’t affect your
immigration status or chances of becoming a permanent resident or
citizen.
Your mother applying for your brother won't affect her immigration status (now or in the future). Your brother, however, may not be eligible for medicaid if he is undocumented; but it depends on the state you live in.

As for the food stamps, it is different, in my state when you apply they will check the social security number through the Social Security Administration and the Department of Homeland Security to determine the applicant's immigration status. Again, you'll have to check with your state but more than likely it is the same where you live.

Remember, there is nothing right now that tells you that you can't apply for welfare services that you qualify for. But that in the future, if there is immigration reform, it may require to not have used any welfare service. Whoever's name is on that paper would be disqualified.

1. Who is actually applying for the public benefit?
2. What is the legal status of the person applying (USC, LPR, unauthorized, etc)
3. If #2 is anything other than USC, (a) how long has the person lived in the US, and (b) how many quarters have they worked?

My brother is a us citizen, and my mom has TPS. My mom has been living here for 14 years. Since my brother is a minor, my mom has to sign the paper for my brother.

Yeah. I wouldn't worry. Your mother is under TPS and your brother is a citizen.
