Yes. The argument for tenure in higher education is that it allows research faculty to spend their time on long term projects or on projects that are controversial.

Primary school teachers are hardly researchers. There might be an argument for tenure at a charter school where a teacher is given leeway to experiment with teaching methods, but otherwise its unclear why they need a long term assurance over their jobs. The tenure system as it is harms younger teachers and encourages older teachers to defer retirement. Not to mention that it encourages laziness among some teachers who abuse tenure.

That said, we're lucky US teacher unions aren't at the same level of power as Mexico or elsewhere in Latin America.

Agree on the part where you say it is harming the new generation of teachers. Just want to add that American tenure system was initially meant to protect women's right since the majority of them are female.
