California Dream Act: Parent's taxes question.

"For 2013, have the parent/parents completed an IRS income tax return or another tax return?"

The options are "Already completed", "will file" and "not going to file"

If my parents are not going to file, is there an affect on the outcome of the application? I'm not sure if my parents can file taxes this year.

Anybody has gotten ANY money from this???? I completed it last yr (?) and I didn't get anything... so I don't know why my school keeps sending me emails about how I should complete it this time again...

Is it complete? Meaning the application plus GPA verification submitted?

I've been getting the California Dream Act for the past 2 years. It covers about 80% of the tuition for the year. I have to pay the rest 20%.

For the question: "For 2013, have the parent/parents completed an IRS income tax return or another tax return?" I put "not going to file" as an option for my parents. It has not made a difference whatsoever.
