Rodríguez, who was sworn into the position in July, declined to elaborate further on the administration's plans,NBC News reports. The agency is part of the Department of Homeland Security.

His comments come amid a report that USCIS has published a draft solicitation seeking a contractor to produce 4 million green cards a year for the next five years. The cards would allow immigrants to live and work in the United States.

The contract also would include 9 million in the early stages — and one estimate suggests that as many as 34 million cards will be produced in total.

The plan was developed "in case the president makes the move we think he will," an agency official told the Daily Mail on Monday, even though USCIS' Document Management Division is not yet committing to buying the materials.

Immigration advocates have pressed the Obama administration to grant green cards to hundreds of thousands of illegals as part of President Barack Obama's broad unilateral actions he plans to announce on the issue after next month's elections.

He also could expand the Deferred Action for Childhood Arrivals program, which Obama created by executive order in 2012, and could grant work permits to as many as 6 million illegals.

Republicans fear that Obama will move boldly with the orders in light of widespread disappointment among Hispanics over his inaction on the issue. The situation has been exasperated by the hundreds of thousands of illegals, primarily minors traveling alone, who have been apprehended at the South Texas border in recent months.

DHS said earlier this month that 479,377 illegals were arrested at the border in the fiscal year that ended on Sept. 30, up from 414,397 last fiscal year. About 53 percent of those taken into custody by Border Patrol officers were caught in South Texas after crossing the Rio Grande River from Mexico.

Obama had planned to announce his orders not long after Labor Day, but did an about-face last month and postponed it until after the election to protect vulnerable Democrats.

"Overall, the feeling is going to be they've been sucker-punched, because the timetable for the end of the summer had been really clear," Angela Kelley, an immigration policy expert at the Center for American Progress, said last month after the postponement.

The group is close to the White House. Obama has since promised to move boldly on immigration by the end of the year.

"If you expect a guy to ask you to marry him, and then he keeps putting off the proposal, you're going to want a two-carat ring instead of a one-carat ring," Kelley said.

They can barely handle renewing DACA for us. How are they going to process potentially millions of people? I'm going to be happy if my parents can benefit from this but it seems like it's going to be a administrative nightmare. Hey USCIS how about hiring some of us DACA recipients to process these cases? We know what to do and we'll sure as hell won't take forever to process these cases!

LMFAO. Imagine that shit. DACA benefiaries as USCIS adjudicators. Approving cases left and right.

And you know shits about to get real when Ianus comes out of nowhere and posts a story like this one. If nothing happens by the start of 2015, then this president can't be trusted. He literally PROMISED and he is on record saying it numerous times that he will take administrative action. And if people are thinking they're getting green cards, they better get their minds checked. There's no green cards. This is going to be DACA but only thing is everyone who's been here for a set number of years will be eligible.

A lot of people use work permits and green cards interchangeably when talking about it, but they mean DACA style relief here. If they do go through with this, it might take some months for approval, but I sure as hell am not going to bitch about it. You guys are already complaining about something that hasn't happened?

Late 40's Dreamer (Holy Fucking shit I'm almost 50 and still dealing with this), aged out of original DACA and didn't have a chance to apply for extended DACA after Republicans killed it on the vine.

AMAN brah your patience and vigil will pay off for sure. Surely this time you will be included. The older dreamers laid the foundation for what is called DACA today and should be eligible for it.

Its going to be interesting if such a DACA like action happenes, all those centers are going to be super filled. They estimate that what a good 500,000 number of people would apply for DACA no? Now its some 11 million people... Yup, I can so see cases taking years...

Everyone is forgetting that te administration has some leeway with green cards too. Every year where the number of applicants for green cards doesn't match the limit then they basically give all those applicants their cards and the rest of the available green cards are basically disregarded and forgotten. The administration is looking at "recapturing" unused green cards from previous years and issuing them to people who need them.

Plus, we're not even giving out green cards to investors. By law the department of labor and the United States citizenship and immigration services has to work out a deal in order to issue them. But since this never happens it's basically a free category that never really issues green cards
