Driving License without any temporary date

In which state we still get 4 or 5 years license without any temporary or restrictions on it?

Pennsylvania you get a regular card but it's gonna be the same as your ead expiration date

I was able to get 5 years ID / DL in California, but I think I am one of the lucky few to get it.

I think all states tie the expiration to the EAD now (at least ID / DL that can be used as a photo ID).
