This is a double edge sword. E-Verify would impact many immigrants that have already been here for years; however, I do see the benefit of it. It does help workers by making sure they are not being screwed over and getting paid peanuts.

For that reason, mandatory E-Verify is best suited for CIR. Good thing they are not including it.

As someone said it before. E-Verify should only be implemented when all the illegal population has been legalized and along with it the border has been secured.

In all honesty, Trump has in policy conversations pushed the GOP's red line so much so that he's normalized granting pathway to citizenship aka "Amnesty" that's it's no longer a taboo

...it really shouldn't be too difficult at this point to reach for CIR...so as long as the two parties can drop their egos and actually work together in good faith.
