The Freedom Caucus members are "legislative terrorists" as former House Speaker John Boehner called them before. You cannot possibly negotiate with them in good faith because they will easily change their positions and demand more and more. You have to negotiate with them if the GOP still controls the House.

I choose to believe that Graham is chumming up with Trump to make a final push for the DREAM Act, then Graham will retire and not run for re-election in South Carolina in 2020. He will be one of the most vulnerable Republican in the primaries.
