Trump preps for border wall fight with Dems But Senate Majority Leader Mitch McConnell is not eager to preside over a government shutdown.

President Donald Trump and congressional Republicans are girding for a potentially brutal confrontation with Democrats over Trump’s border wall next month.

With the GOP set to give up the House in January, Republicans are staring at their last, best opportunity to get border wall funding. And part of the government, including the Department of Homeland Security, runs out of funding on Dec. 7, providing the most leverage the GOP will have before Democrats have power over money to build a wall on the border with Mexico.

How far Republicans are willing to go is an open question. Barely an hour after Senate Majority Leader Mitch McConnell (R-Ky.) cautioned against a shutdown, Trump declined to rule one out and said that he wants “money to build the wall, the whole wall, not pieces of it.”

“I speak to Democrats all the time. They agree that a wall is necessary,” Trump insisted. Asked whether he’ll be willing to go to the mat and allow some of the government to shut down over the issue, he said: “I can’t commit to that but it’s possible.”


Republicans in the Senate and House are mulling different strategies to satisfy the president.

McConnell is hoping he can provide Trump $5 billion for the wall, a threefold increase from the chamber’s initial offer. Republicans are hopeful they can entice support from some Democrats for that amount, although so far, they've appeared resistant. With the Senate still divided 51-49, McConnell will need to corral at least nine Democrats to support a spending package.

But House Republicans, led by Majority Leader Kevin McCarthy, are pushing for $25 billion, a number that Senate Democrats won’t accept absent a broader deal on immigration. And McConnell all but ruled out a return to trying to protect young immigrants shielded under the Obama-era DACA program, narrowing the scope of potential negotiations between the two parties.

“We’re certainly going to try to help the president achieve what he’d like to do with regard to the wall and border security and that will obviously have to be done in some sort of bipartisan discussion,” McConnell said. “I can’t imagine we’ll do anything [on immigration] other than trying to deal with this funding issue on the wall here at the end of the session.”



But McConnell warned that he does not want a shutdown. His caucus may be adding seats after Tuesday’s election, but he is about to head into a difficult political phase for his members: A half-dozen Senate Republicans or more could face tough reelection campaigns in 2020, including McConnell, who loathes shutdowns.

“75 percent of the government got funded before the end of September and we all know we need to work together here at the end to finish that up. So we’re going to do the best we can to achieve the president’s priorities. And hopefully we won’t be headed down that path,” McConnell said.

Ultimately, much of the decision will fall to Schumer and his more centrist members on what they are willing to accept.

Senate liberals eying White House bids like Kamala Harris of California and Kirsten Gillibrand are going to be in no mood to compromise with Trump on his signature issue with the 2020 Democratic primaries now top of mind. But Democrats say that for now, they at least believe high-profile Democratic senators won’t force a shutdown just to draw attention to themselves.

“Our left is different than their right,” said a Democratic aide. “We believe in government actually working.”

This is exactly what we need. We need CHAOS and RUCKUS with regards to Border Wall. We need discussion on this. This is the only way we will get Dream Act passed. Democrats better not give in on the Border Wall without getting Dream Act for us done.
