If you read the article both the Bipartisan Infrastructure Bill and the Reconciliation Bill can pass, or neither, or either of them. Bipartisan bill doesn't *have* to fail for them to vote on Reconciliation Bill.

The only other options are leaving the country or marrying a US citizen. For most, congress is the best chance, so let them hope
