Hey guys, so I'm on my last semester of Community College in GA. Most likely, I will be finishing off with a 4.0. What are some engineering schools, most likely private, that I could transfer to? Recently GA banned all undocumented students from the main GA public universities

If you have the grades & test scores, the following schools are need blind for all applicants (meaning they will admit you regardless of your financial need) including international students:

Amherst,
Dartmouth,
Harvard,
MIT,
Princeton (although they don't accept transfers)
Yale

Keep in mind all those school have transfer acceptance rates below 10%.
What is your financial situation? If you can pay, you can consider many more schools.

Another great option for engineering if you're concerned about tuition in Cooper Union. But like the schools listed above, it's very, very difficult to get into.
