It really depends on the festival.

The ID might only be for drinks as well. Are children allowed? If they are, you would just get an underage bracelet.

If you're from Mexico at least. Some countries aren't as nice to their citizen. I can't get a passport from my "home" country unless I have a green card. Bastards.

You really should have a passport not just for this but just in general. Looks like your're making a trip to mexican consulate soon.
