CIR isn't going to pass anytime soon. It's not like DACA where it can just pop out of the blue.

Ok so let's say you get Advance Parole and get to leave is there a point of re-entry where you are more likely to be allowed back in without problems?? I'm guessing avoid the bible belt

I think it's safe to go. I read on immigrate2us.net about a person that traveled to their home country with just TPS and advance parole. She's an EWI and had been illegally for more than a year before applying for TPS. She reentered the US with no problems.

TPS and DACA are NOT the same thing thought besides, a CIR bill might require a specific date of being in the country to qualify like with DACA (June 15th)

Doubt it plus even if it does people will know ahead of time and be able to make arrangements it won't drop out of the blue like DACA did
