YES. arnold vetoed CA Dream Act twice. so i am not sure this time. Hopeless..

copy / paste right out of the bill

a) UC estimates that, based on current numbers of AB 540
students, their demographic profile, and average aid
awards, about 455 students would be eligible for $1.3
million in UC institutional aid. In the current year, UC's
institutional aid totals about $280 million; and,

b) CSU does not currently collect data on AB 540 students,
but assuming participation proportionate to UC, about 750
students would be eligible for about $2.1 million in aid.
In 2005-06, CSU's institutional aid totaled about $290
million.

so that's barely over 1200 students from UC and CSU who *may* receive this financial aid... something tells me this will be a very competitive program... I'm sure there's a lot more students out there who wishes to receive this aid, including myself.....
