DREAM Act-like Legislation?

I'm working on a paper for my International Human Rights seminar, and I'm examining the ways in which international human rights instruments can be used to protect undocumented migrant children. As part of my study, I'm looking at how undocumented migrant children are inadequately protected under domestic immigration laws. Is anyone aware of legislation similar to DREAM in other countries?

Israel enacted something like the DREAM Act. I made a blog post about it awhile ago. Here's link the article that I found about it :

Thanks, Swim. I'd also like to know which countries, like the United States, have tried to enact similar legislation but have failed to do so.

I don't know if this helps or not but by far the most controversial immigration matters I've seen pertaining to immigrant children are happening in Europe,specifically France & Switzerland.

Oh, Switzerland. Having been there a few times (I have Swiss family), I always knew Switzerland was a little restrictionist. I certainly never felt it while I was there, but reading articles like this made and continues to make me realize how a very international-minded yet fiercely insular country like Switzerland can be so backward in some areas. Overall, Switzerland is a great country--especially the French part where the Swiss part of my family is from --but it's having a hard time dealing with the world inside its own borders for a change.

Spain legalizes a lot of immigrants too. Not so much like Dream... but they legalize workers and such such.
