Anyone from Texas?

I have a question. Here is some background information so that those of you from Texas can answer my question. I live in Georgia, and my dad has a Georgia's driver's liscense which he has always been able to renew until now. Georgia now requires you to prove that you are in this country legally in order to renew it. My dad can no longer renew it because all he has is a valid social security card that says "only valid with a work permit." He obviously doesn't have a work permit. Here's my question. Do you guys think he will be able to renew it in Texas if he shows his social security card? (don't ask how he got his social security card, it's a long story). Any advice is greatly appreciated.

as of right now Texas is an iffy state they are in the process of trying to reverse a law that you must show legal presence if you are not a US citizen

so how did he get a social again?

Texas has always required a social as far as I know. You also need proof of residence no? Best bet is to go to a state that doesn't care about either, go back to Georgia DMV and make them honor the other state's liscence. Most states do that but I don't know about georgia.
