There is a difference between motions and the final vote. Diferent motions that lead to the final each have different requirment. Some have regular majority, some have 2/3 majority and we also have the super majority and almost forget, some need unanimous vote. All of these motions are part of the process that leads to the final vote on the bill.

The Final vote on the bill in the senate is 60 votes. So you should learn the difference between motions. Here is a list of different motions for you to read and learn.

I highly suggest you to read more books about the history and how the political system works.
