Drivers License Loophole?

First of all, I find it odd that the website isn't working at the moment. I had to go into "cashed" to view the website.

Second, if you look at the PDF, notice the second box:

States that require an SSN for a diver's license, BUT have exceptions for that rule. ie, Illinois

Next, states that have lawful presence requirements. i.e. NOT Illinois

Lastly, States that accept the ITIN as an alternative to the SSN...

Illinois and West Virginia fit all three. By law these states should grant licenses to undocumented immigrants.

Says it was updated April 27, 2009.


Does anybody think this would work??

You forgot the box where it says "States that have lawful presence requirements that are created by agency policy or the combination of documents required of driver’s license applicants (18 )."

That box includes IL and West Virginia.

So technically 46 states need proof of lawful status according to this PDF whether it be written in the law or the agency issuing the DL.

You're right. I got a little too excited there for a second. What does that box even mean? Is it left to the agency's discretion?

I was crushed when they decided in MD at the last minute that you had to have your permit before April 19th of 2009 to upgrade to a full license. I missed it by a week and days!

Me too, but don't worry, get a scooter and you'll be ok. I for one, will wait for DREAM then get car/license.

Yeah, I think I'll wait for DA. I've been waiting for many years anyways so it doesn't hurt to wait at this point. Lets not do anything hasty that will jeopardize our dreams.

Well, I can drive... as just need to have someone (with a license) with me whenever I go driving. Which is totally pointless. They might as well have not given me anything to begin with.

I'm working on this situation. I will let you know soon. There is a loophole that you can be exempt from providing a SSN if your "religion" does not allow it. I'm having the form sent to me this week.

Do you need a license to drive a scooter?

Lets say that there indeed is a loophole, wouldn't that cause problems in the future, i.e. applying for GC, Citizenship, ect...? If it indeed is fine, then please keep us informed, because although you already know this more than anyone else, we really need DLs. Thanks for gettting me all hyped, if this works, I'll be invincible!!!!
