How come there are some that say "not authorized to work?" Did they stop issuing those out?

^That type of SSN you mentioned were issued based on the old regulations when it was much easier to get one & most people got theirs by just showcasing a B2 visa,but these are definitely not issued anymore.The new regulations by the Social Security Administration state that a SSN can only be issued to those who are work authorized in the US & this change was mainly due to 9/11.

Now,they issue numbers only if someone has a Work permit,Green card or can prove US citizenship.
