I will be in college in NY and I need a car to take myself to school daily.
My college doesn't provide housing for student and the public transport would take me 2 hours to college and it would be easier to drive for only 20 minutes. To rent a room in the city at least cost me $500 a month.
I heard about the inernational licence that only cost $200 for a year but I don't really trust them. please give me any plan that works out for me.
(I don't have a tax number, I came to Unites States with a tour visa and it was expired)

You can still get an ITIN number, even with an expired visa. I know this sounds rude, but the best advice I can give you is to suck it up and take the bus/subway to school each day. It sounds tedious but it's better and safer than traveling around without a license and having to pay for a car (and insurance).

This will also save you insurance and gas money. You might want to check if there are any students around you that are willing to let you car pool for a few bucks a week. It will be easy to find someone if you are going to a big university. Moreover, just get the public transportation schedule so that you are not late to class and use that traveling time to study.

I wish I could have been more helpful but that is all that comes to mind. Good luck man!

Well you have a good plan, what i would do if i were you is get yourself a moped lol. As silly as it sounds, if your going to be close to your college it will save you a lot of money on car, exoenses and a lot of money on gas.
I on the other hand will buy myself a street bike soon, but a street bike in the city is like asking for it to get stolen.

Theres a scooter.

theres your protection (if it fits), along with a nice Heavy Duty U-Lock.

With the lock on your break disk the robber can not even move the moped with ease.

Hope this helped better than people telling you theres 'no way'

I know it seems strange but it might actually be better to do that. A car would probably cost you at least $1500, and that's if it doesn't need any extra work and it is hard to find one for that much that doesn't. On top of that you have to get insurance(even if you get something for like $1200 thats still extra $100), find someone who will register it for you(which might also cost you depending on the way you do it), and then you have gas. You mentioned a 40minute round trip every day X 5 gives you like 200 minutes in a car every week just to get to school and back and of course you're also gonna use it to get groceries, go to work and what not, so just assume 300 minutes a week. That will cost you at least $45-50 a week(6 hours * 50mph -> 300 miles/20(mph/gal) = 15 *$3 = 45dollars). Car insurance and gas will cost you about $225 a month, on top of $1500. So a yearly cost of the car will be $4200 if no repairs need to be made (which is unlikely since you are buying an old used car), while a room would cost you $6000 but would allow you a lot more time to spend on studying and working. Not to mention it is unsafe to drive without a DL and if you get caught you will get hit with a hefty fine.

you can get a tax id number, go to a tax place, it should only cost you about 50$. make sure to open up a savings and checking acct, at either wells fargo or bank of america. if you get an international DL, it is possible to get insurance here in america. that might be your best bet. at least you have a license

this is at least the case in florida, but international driver licenses are considered a waste of money. At least in florida they used to work and if a police officer pulled you over they might have accepted them but at their discretion, however, recently they have stopped accepting them down here. Of course, every state is different, I have not been in new york so I have not looked them up for this.

Is that 2 hours of commute each way or 2 hours per day?

I would strongly suggest renting in the city, $500 is very little when you consider all the costs of driving yourself there. Of course, the cost of commute is the cheapest of them all (when you take food into consideration as well as other costs). Is there maybe a train station that is closer to your house which you could drive to and get to the city faster. I mean, I currently commute 2 hours and a half each way, I drive the 2 miles to to the train station study on the train and take the 30-45 minute commute on bus to campus.

Have you investigate the option or renting an appartment along with other friends, you might not only be able to bring the cost down but get a place in a safe and secure location, as well as tag along with those friends to campus and back.
