HELP Should my dad wait in the U.S till immigration reform???

1.I am currently in my home country, Europe, And I am 19 years old now. My dad is still in the U.S waiting for some reform. He said he can wait till next summer but after that he wants to go back to me. Should he wait or just leave???? If he leaves he will never get his papers if it happens. What should he do?????

2.Also, my dad went through 2 out of the 3 steps to get his greencard. however they blocked it because of the 9/11 steps. Can he somehow unblock this by going to court??? Any Advice.

I don't know what he can do about what happened with 911 but... how long has he been here??

If he has been here for a long time then what's another year......?

hes been here for almost 16 years!
Im upset he didnt get his greencard, he had a long time to do it.

well.. i've been here 17 years and my family and I still don't have our green cards either...

he's been here 16 years. he should just stay. By next year something will happen. either they will vote yes. or no. and if it is no, then you know they arent gona visit that issue anytime soon so he can just go back home
