From what I know, NV and NM are one of them. You can just use your ITIN to apply. Although, some states that doesn't allow that kind of application might not recognize your liscense from those states you got it from. I know AZ wouldn't accept easy renewal with NV liscense suppose you want a change of address. They'll require you to present other documents with it to get an AZ state ID, so check if NY has the same policy.

Yes that is true, that You can apply for a license in NV w/o a SSN. that would be a special process as you would have to talk to a DMV official, it is possible but only after the fact that it has been made clear you have legal status in the U.S.

hey i was gonna ask the same question my ss is invalid for employment. Ive been considering going to WA to apply for a DL, but its easier said than done. I would have to move to WA for at least a couple of months to obtain all documents for application. Anyone else interested in doing the same we could help each other out by renting a place together.

It might depend on what says in your SSN card. If it has notations other than your number (ie: not valid for employment..etc...), they may request to see a valid visa along with it. Also, it depends on the DMV center policy so you might want to check on that as well.
