Immigration laws prior to 1996 were pretty sweet.245i was always around there was no such thing as the bars or it only lasted 5 years & then you could more than likely come back even if you overstayed or came in unlawfully at some point.

Now it's just a mess.I know the President can do 1&3 by Executive order like something I mentioned a while back but I don't think he'd do it.He can also order USCIS to adjust applications in the US here no matter someone's status by saying it is in the 'national interest' through executive order to do so.I think better than 30% of the undocumented population would have a legal pathway
