Special Rule for Persons Brought to the United States Before the Age of 16: In order to simplify processing of applicants under CIR ASAP, those persons ordinarily covered under the DREAM Act will apply for status through the same program outlined above, with the following special features:

No fines for persons who were brought to the United States before the age of 16, have resided in the U.S. for at least five years, and were 35 years of age or less
Such persons will be eligible for accelerated LPR status upon graduation from high school, and completion of two years of college, military service, or employment. Persons granted LPR status under this provision will be eligible for naturalization three years after the date LPR status is granted
Graduation from a U.S. high school or receipt of an equivalency degree will meet the English proficiency requirement
Individual states permitted to determine residency requirements for in-state tuition purposes

I have been harsh against Rep. Gutierrez in the past, but if he played a role in crafting this aspect of the bill then I must take a step back and apologize.

This would actually be slightly better than the current form of the Dream Act.

So the bill extends the age of D.R.E.A.M beneficiaries from 30 to 35? That's wonderful!

I dont know what to say. The requirements are easy to met. They should at least charge us at least 1,000 dollars in fines. That way we get more support from the republicans.

See this right here is progress.

It gives us the opportunity to be useful people working and crafting well organized lives.

Taking the penalty out is a great idea to help us cope quickly and start creating profits rather than be in a possible struggle to pay penalties!

I can't wait to be able to work on the books and open up a company/ companies. =) I want to jump with joy! Green Energy here I COME!

yeah, idk, I'm trying to be optimistic but it seems too easy. It's sure to get picked at by the opposition. At least it gets the ball rolling though.

It was always 35 to begin with. Senate did not have a age limit as far as I know?

This is just the initial idea behind this reform. This can change 100x until it actually gets passed. Maybe when they pass CIR it will be much more difficult to qualify then noted here. Come on, no fine? When have you ever received something for free in America...there will be at least a $2500 cost (fee/penalty/whatever you want to call it).
