I couldn't agree more, and I am calling Reid's office to tell them so, and Lugar and Durbin too. Eight years after the backlogs are cleared AND some totally moveable targets on security are met might as well be never.... who knows if the chance will ever come. Horrid. They need to pair up DREAM with Agjobs, since both currently bipartisan, and then vote up or down. This sh*t is ridiculous... Comprehensive reform in the present environment is gonna be way too punitive, as this outline makes so clear. DREAM ACT NOW, and once Dreamies have status they can advocate even more boldly for CIR, this bill is NOT COOL.

Forget it. Major CIR orgs already privately acknowledge that it's got no chance of a floor vote. Current efforts/ mobilizations are more about them getting next year's funding from foundations/ donors than about passing a bill. Dems trust that any attempt will be enough to string latin@ voters along, and they don't need to pass squat. Maybe, maybe a vote is a dim possibility in Dec., especially if Dems get killed in Nov. and know they have no other chance until after 2012 elections. CIR is a delusion, there isn't a bill, so it hasn't been in any committee for a vote, and there is no way its getting done with Supreme Court Nom. on deck for July, August off for Congress, and Sept-Oct given over to campaigning.

The only serious talk on the Hill about immigration bills this year is DA and Agjobs together as their own bill... we should put 100% of our efforts into securing more cosponsors and pressing for a floor vote in June on these measures. Pols see a reason to give something on this issue, but CIR is nowhere near ready, and we should demand DREAM and Ag as a downpayment on the rest of reform.

What i am assuming this mean is that this bill will pass a path to legalization for us, but the process does not start until a certain goals are met ( in terms of border security).

Basically this bill means that democrats are doing what republican want.

They have been saying " First secure border then talk about the path to legalization". This bill does exactly what republican has been saying all the long. So basically to vote against it means they are going against what they have been saying.

A very brilliant way to draft the legislation.

On another note, I think we all are forgetting that Dream act is also part of CIR. Who knows, Maybe dream act alone will go into effect immediately.

Too much speculations until the draft comes out. But the above are my speculations of what this bill mean. So take it with grain of salt.
