he supports DREAM, but wants to see the entire system fixed. More like CIR, but he doesn't want to have DREAM and then see another set of people needing another DREAM. Puts the ball on the dems and the president along with the leadership.
Well he can do both, but the DREAM needs to come first! I cant see the CIR passing anytime soon. He should do the easiest ones first like climbing the ladder
