approved i-797

my dad is being petitioned by his brother and he just got his approved i 797 receipt...can he get a DL with that?

his i94 is expired too so im ruling out florida because they are too uptight about ssns and all that.

But what about in other states?

Did he get his i-130 approved? If so, that doesn't really do anything for his status. He needs to wait until his visa becomes current
