Not necessarily. John McCain, for example, has already said he won't vote for the bill because it has a similar amendment that repeals Don't Ask, Don't Tell. That was in the NY Times today. If he really means that, then we don't have him and probably Graham.

I think this is very hopeful, but it is not a sure thing by any means, because this could just be Reid trying to make a nod to the Hispanic vote without having to actually do something.
