If we get 60, it goes on to the debate and they may or may not change stuff in the bill.

If it fails then it may come to vote the same week or next week, not sure.

I doubt that we have 97-98% of Democrats supporting DA. If this were true, we wouldn't be needing 4-5 Republicans, would we? We would only need 2 Republican supporters. My guess is that Sen. Menendez just poorly converted into percentages the proportion of Democratic DA supporters.

why can't people understand that you don't need to have the votes in the bag before you bring it up? sometimes people bring up a bill in order to make a statement or a political move..

True, but its obselete to bring it up when you know it won't pass. They can do a test vote.
