I'm also curious about this. Does it mean that we have to wait 1 year to apply?
I read the bill and what I understood from it was that you had 1 year to apply from certain conditions:

status under this subsection no later than the date
that is 1 year after the later of—

(A) the date the alien was admitted to an
institution of higher education in the United

diploma or obtained a general education development certificate in the United States; or
(C) the date of the enactment of this Act.

Indeed Gareki, I believe it was an error in the original post. The bill states that clearly at the bottom of page 6, top of page 7 in the pdf that you cannot apply after 1 year when the bill is enacted.

If you seriously got caught with Marijuana you shouldn't be applicable. It was your option to do that stuff and you should be held responsible for that.

This is what it says about applying:

I thought it meant you only have a year to apply then the chance is gone.
