Please Help !!! Am I eligible for ab 540 ?

As you guys can see I'm new here in this site so nice to meet you all.
I about to enter college in next semester, but the tuition fee is so high, so I'm hesitate to enroll. Recently I heard the news about this. I'm so happy but still hesitate due to the fact that I don't really understand the requirement.
Here is my case.
I was enter U.S. on July 20 2007 with the type B visa. At that time I was still in age of 15 about to turn 16 on the September 6. I got my tourist visa from my country of origin in 2001 it will expired in 2011. I graduated from high school on 2010 got a my diploma.
Now I want to enroll to the el camino while using ab 540 from, but I'm confused about these following requirement.
Any student, other than a nonimmigrant alien, who meets all of the following requirements, shall be exempt from paying nonresident tuition at the California Community Colleges, the University of California, and the California
State University (all public colleges and universities in California).

o An alien student who is without lawful immigration status must file an affidavit with the college or university
stating that he or she has an application to legalize his or her immigration status, or will file an application
as soon as he or she is eligible to do so.
• Students who are nonimmigrants [for example, those who hold F (student) visas, B (visitor) visas, etc.] are noteligible for this exemption.

So that mean I'm a person who holding B visas not eligible for this ??????????

This make me confuse in filling up the Ab 540 from.

()† I am a nonimmigrant alien as defined by federal law. [Nonimmigrant aliens have been admitted to the United States
temporarily and include, but are not limited to, foreign students (persons holding F visas) and exchange visitors (persons
holding J visas)].

others, should check this box.]

Which box should I check ?

I don't think you qualify for the Dream Act because you've been here since 2007 witch means that you have only been in the country for three years. To qualify you must have been in the country for five consecutive years at the time the bill is pass. Sorry.

He's talking about california law not dream. Sorrry bud but ur not eligible for dream unless it passes after or 2012. BUT you can get in state tuition rates if you resided and finished high school and received your diploma or ged from a CA school.

No, you are not elgible for the ab540. Because, you enter the us with a valid nonimmigrant visa which in your case is your tourist visa so you have to pay out of state tuition.

No. The information you gave is incorrect. A person who entered the U.S. with a valid nonimmigrant visa (such as a tourist visa) and overstayed may apply for AB540 as long as he or she meets the rest of the requirements. I know this because I overstayed, and got my B.A. with the help of AB 540.
