They are going to debate whether or not to actually pass it. The previous vote was not on the passage of the bill itself. Tune in for just a bit more(1hr) and by that time, there will be a vote.

but remember Republicans didn't vote on the rules to debate because they didn't like the process yet some are in favor of the bill

Finally... John Conyers calls out all the misinformation the republicans keep peddling. Sad thing is, it doesn't seem to matter what anyone says, the republicans have made their mind on it and will fall back to "amnesty" "rule of law has to be enforced" if every argument is defeated.
