Paying to learn how to program... All you need is dedication, notepad++, some ebooks (torr..), and the occasional help from an online community like stackoverflow or this reddit community.
edit: XAMPP

I am also paying for the certification. Employers sometimes look at the list of certified php developers on Zends website which I will be listed on after this course. I already know some of the basics, but I am using this to brush up on my skills for the certification test.

computer scienstist>software engineer>computer engineer>history, english, or art major>certification. Having a degree looks better than having certifications specially when it comes to programmer jobs, you are going to be weeded out quickly because that's how it works nowadays. Even with a certification you can be a terrible programmer so it really all depends on your portfolio and how you do in the interview. BTW, certifications for open source languages is plain silly because everything is online.

tl;dr: A senior PHP programmer with no certs or degree will get your job.

From what I read on job postings, forums, and people on reddit is that any engineering major that has to do with computers will get you a job as a programmer. CS is part of the engineering branch in most universities. EE or CpE can also get you a job on the hardware side.

Yep, pretty spot on, but generally speaking employers would prefer a CS major than CE one for the simple fact that CS students are taught how to pick up languages easily but really, any competent self taught programmer can do the same so it's ultimately a matter of dedication.

Um, I am going to enter a computer science program. The PHP is mostly for part time jobs and I will be using it to create some mods and plugins for ip.board and wordpress.
