I think it would benefit her most to finish her education here. Times are hard now but things can get better. My older sister felt like that too and really wanted to leave, she fell into a very hard depression at the time. She is now going to community college and if the dream act doesn't pass in the next 5 yrs she does want to leave, but at least she will have completed a degree.
