Education - HB 1465

Deny admission to higher learning institutions in VA to undocumented students.

Education : HB 1775

Immigration status of the parents of public school students. Requires that the person enrolling a pupil in a public school must indicate the citizenship or immigration status of such pupil's parents. The bill provides that the child of a parent lacking citizenship or lawful immigration status documentation must still be admitted into the public school, but the immigration status information must be reported to the Secretary of Education annually. Additionally, the Secretary of Education must submit an annual report to the Governor and the General Assembly on the number of children whose parents lack lawful status documentation attending public school in the Commonwealth and the cost of such students' education, aggregated by school division.

Police - HB 1430

Arresting officer to ascertain citizenship of arrestee. Supplements the existing law that requires sheriffs to make a query into legal presence when a person is "taken into custody" at a jail. This bill expands such inquiries by requiring inquiries of everyone arrested, independent of whether they were taken into custody at a jail and requires that an arresting officer inquire of every arrestee whether he (i) was born in a country other than the United States and (ii) is a citizen of a country other than the United States and that, if the person responds he was born in another country and is not a citizen of the United States, the officer shall make an immigration alien query to the Law Enforcement Support Center of the United States Immigration and Customs Enforcement and shall communicate the results of any immigration alien query to the Central Criminal Records Exchange of the Department of State Police in a format approved by the Exchange.

HB 1421 Immigration laws, federal

Enforcement of federal immigration law by the Commonwealth and its political subdivisions. Provides that no agency of the Commonwealth, political subdivision of the Commonwealth or locality, or an employee of any of them acting in his official capacity, may limit or restrict the enforcement of federal immigration laws to less than the full extent permitted by federal law. The bill also provides, in a second enactment, that the Governor may withhold the appropriation of state funds under his control to any agency, political subdivision of the Commonwealth, or locality in violation of this act, or to any agency, political subdivision of the Commonwealth, or locality whose employee is in violation of this act, in an amount deemed sufficient to ensure compliance, and shall release the funds to the entity when compliance is achieved.

Recap of Immigration Bills
The immigration subcommittee of the House Courts of Justice Committee considered 17 bills on Friday. Here is what happened to each bill:
House Bill 2153 (making illegal immigrations ineligible for in-state tuition at public colleges and universities) was rolled into HB 1465 (requiring such schools to establish written policies against enrolling illegal immigrants). The subcommittee then approved HB 1465, 4-2.
HB 2332 (requiring police to check the immigration status of people who are arrested) was rolled into HB 1430. HB 1430 then was approved, 5-1.
HB 1420 (authorizing Virginia State Police to enforce federal immigration laws) was rolled into HB 1934. HB 1934 then was approved, 4-2.
HB 1859 (requiring state government contractors to use the E-Verify program) was approved, 4-2.
HB 1727 (requiring all local governments and their contractors to use E-Verify) was approved, 4-2.
HB 2333 (giving E-Verify users a preference for state contracts in the event of a tie bid) was approved, 4-2.
HB 1421 (prohibiting state and local government employees from restricting the enforcement of federal immigration laws) was approved, 4-2.
HB 1468 (requiring local social services departments to verify that recipients of public assistance are legal U.S. residents) was approved, 4-2.
HB 1775 (requiring students enrolling in public schools to indicate the citizenship or immigration status of their parents) was approved, 5-1.
HB 1651 (stating that only U.S. citizens and legal residents can hold a Virginia driver's license) was approved, 6-0.
HB 1914 (requiring the Virginia Employment Commission to use E-Verify on people seeking help finding a job) was tabled.
HB 1895 (fining employers or agents $250 a day for representing illegal aliens as eligible for employment) was tabled.
HB 1482 (requiring the Virginia Department of Motor Vehicles to accept Virginia birth registration cards as proof of legal presence on applications for driver's licenses) was withdrawn
HB 1574 (making it a Class 1 misdemeanor if someone being arrested refuses to identify himself to police) was sent to the criminal subcommittee of the House Courts of Justice Committee.

Here's my personal comment on this, I'm just listening about Georgia's HB 87, hehe. It seems to me that instead of pushing the DREAM Act forward, many states want to stop the dream from happening. No matter what, the DREAM will never die.

I don't understand why these politicians try to suppress small number of people, Dreamers.
I don't know how many Dreamers are living in Virginia, but I think there are not that many since it is not CA or NY. I have never been to Virginia, but I don't think there isn't any harm done by Dreamers in that state, and Virginia politicians are taking illegal immigration very seriously like some border states. Their ignorance are just beyond imagination. That's all I can say.

There are a lot, just because it's not a big city doesn't mean there aren't a lot. Virginia has very good schools and there is a big central/south-american population here. I know many who will be affected, including me. Well, I don't go to school because of the 3x tuition cost but many who do go will have to go somewhere else or stop studying.

There's a ton of Salvadoreans, Hondurans, Bolivians, Peruvians here. I've also met some European undocumented students.
