Furthermore, nothing's getting past a republican filibustered senate, and elections won't come in 'til november '12, at which time we know nothing gets done on christmas. Even if it does, the measures will not come into play 'til like 90 days after the law passes.
PS: this is just an intelligent guess, and I did say 2013 at the earliest, it could be 2017 like you mention.
