It does appear to be a reliable source and I think the reason it hasn't been brought up by other sources is it is an announcement of an announcement. I wouldn't get your hopes up too much, but it would be pretty awful of them to get everyone excited for it to only be another introduction of a bill or if was just another memo about deportations that didn't actually stop some DREAMers from being deported.

there is nothing coming, all it is that they wont deport any dreamer but again don't get caught because behind closed door they are incharge.

I doubt its the introduction of a new bill or anything of that sort because the article says that DHS will make the announcement. They have nothing to do with any legislation being introduced. Maybe just a stay of deportation for anybody eligible for a would be DA. I wouldn't get your hopes up on TPS though.. This should be interesting...
