Hey guys,

I live in Houston, Texas and I have questions regarding getting an auto insurance without a licence and also about vehicle title transfer.

1) Does anybody in Texas have an insurance without a licence? If so, what company and how much do you pay?
2) I heard a rumor that some of the places that give insurances without a licence don't actually cover you in the case of an accident. Does anyone have any experience with that?
3) Finally, the car I drive is under the name of someone else and I would like to know if I can transfer the title to my name even though I have no licence, or state-issued ID. I do have a foreign passport though with no stamps.

Any information will be helpful. Thanks a lot!

I do not have an answer to any of your questions. But I live in Houston too, and it would be cool to network and be friends with local dreamers like me, if you don't mind.

I have insurance and no license. I live in Illinois though. matricula consular was used to get it. Someone hit me once and having insurance saved me by a lot. I also have a vehicle on my name. The title was transferred with the same documentation.

Thanks for the info. Did you apply online or in person? Did you tell them you have no DL? Is there anyway I can find out about who you talked to? Maybe you can get something for referring a person...

Yeah I am trying to get the insurance so that I can transfer a car to my name. In Texas, you need to have proof of insurance before they transfer the title.

I'm pretty sure you can get insurance without a license in Texas. And since you can get a car without a license, you can also have the deed transferred, though I don't know exactly what it takes.

I am in Houston all you need is you Matricula or your passport and you are still covered. Plenty of insurance companies offer you coverage, there are countless companies, go to any insurance agent and they will tell you. Try Galaxy Insurance agents, they are cheaper, Pronto Insurance, United Automobile Insurance. As far as the title transfer goes, go to the court house or a notary to transfer the vehicle to your name. You have to pay the taxes which are based on the value of the vehicle, unless it was a gift. If you are going to do the title transfer make sure that you take your passport. The court house if more strict and not accepting Matricula if you want to get the plates renewed or a copy of a title. So I recommend that everyone get a passport, they just aren't as leniant with Matricula Consular ID anymore.
