I Am A Little Confused. The Article Says This Will Take Effect In 2013 But I've Seen Other News Sources Which Say It Takes Effect In June 2012. Which One Is It???this Makes A Big Difference To Me Since If It Is In 2012 I At Least Get A Year Of Aid But If It Is In 2013 I Wont Because I Hope To Be Done With School By Then.

There are two bills and both are labelled the CA Dream Act.

AB 130 makes AB 540 students eligible for scholarships distributed by the school that have been funded by private donations (such as alumni scholarships), but these are very limited. AB 130 takes effect on June 2012.

AB 131, however, makes AB 540 students eligible for Cal Grants, community college fee waivers, and any school scholarships derived from state funds. Notice that this still doesn't allow an AB 540 student any federal aid such as Pell Grants or Perkins Loans, etc. AB 131 starts on January 2013.

These http://www.csac.ca.gov/doc.asp?id=33 are the state-wide financial aid programs that AB 540 students now are eligible for. Next are UC- or CSU-wide financial aid programs (state-funded), and then are school-specific financial aid programs, which I don't have a link for.

It's a good day to be a AB 540 student.

You're probably wondering about how to apply for these programs. The California Student Aid Commission is now tasked with establishing procedures and forms for this CA Dream Act and it's likely they'll just make a system similar to the FAFSA to determine financial need.

A quick note about Cal Grants: This bill also makes provision for AB 540 students to be eligible for Competitive Cal Grant A and B awards once all California students have received an award. Given that demand for the Competitive Cal Grant far exceeds the amount of funding typically provided it is unlikely that AB 540 students would receive funds from this program.
