HELP!!!!USCIS lost my I-94!!!

I am an international student in the states. Due to a miss-communication with my immigration advisor my F-1 status was out of status, then she helped me did the F-1 reinstatement. Because F-1 reinstatement asked the ORGINAL I-20 and I-94, I sent them all BUT, when I receive the approval letter, they only sent me the new I-20. There is no new I-94. I talked my advisor first, she said she CANNOT believe the USCIS didn't give me back my I-94. She ask me to wait and she will contact them. I got my approval in the August, it's already been three month my advisor still telling me she heard nothing back yet. What should I do? I called the USCIS and the officer ask me to apply for a new one. However, I feel angry to do so because I am not responsible of the loss of my I-94. The USCIS lost it and did not send back to me.

Is there any other way I can get a new I-94??????

^just file a I-102 (which is around $400 from what i heard) theyll send you a copy of your i-94

I need it when I leave US and going back to visit my home country.
I checked online, many ppl said that it cause trouble if I don;t have it because the immigration office will take it away when we leave the states.

The thing is I really don;t want to spend this money because it is not my fault. it is USCIS made the mistake for not sending back my I94..

pay the $400, you really do not want to have any issues with your immigration status down the line. They don't really care whose fault it was.

I mean, countless stories surface about someone messing up or losing their documents somewhere and sending the documents where they were not supposed to send them and eventually finding themselves unecesesarily undocumented as a result, and I cannot think of a case where someone successfully appealed because it was someone else's fault.
