I think this is why David Rivera introduced this bill. He's most likely retring and has nothing to lose

Rep. David Rivera (R-Fla.)

It’s hard to see a path to reelection for Rivera, the scandal-plagued freshman from South Florida.

Since he took office, the congressman has been the subject of simultaneous state and federal investigations into his personal finances, and it’s had a devastating impact on his fundraising. Rivera has raised $191,000 for his 2012 race — a pittance for a Republican who has drawn a serious Democratic opponent. Rivera took in only $42,000 during the fourth quarter.

House Republicans have turned off the fundraising spigots for Rivera. The congressman hasn’t received a single donation from a party leader over the past year, and the National Republican Congressional Committee has not included him on its retention program for vulnerable incumbents.

That means Rivera will be on his own to fund his campaign. But with just $92,000 cash on hand and $154,000 in debt lingering from his 2010 campaign, it’s hard to see how the Republican climbs out of the red and wages a 2012 effort.
