On a side question, say my brother were to move to California today and finish high school there (3 years) and meet the requirements. Would he be eligible for the Cal Dream benefits? Are there any states with less stringent requirements?

I believe he should be able to apply for it, if he finish high school here in CA, and meet all the requirements for an AB540, since AB540 are eligible for AB131. Sorry I don't know about other states much, the only other state that I know that give financial aid to us is Texas.

That's so weird that they would ask you that, my school doesn't ask me for FAFSA. They just told me they might ask for some verification, but that's it.
