Info on economic necessity and i-94

I was reading the instructions USCIS has on filling the I-765, and it's shed some light in some doubts as well as created some questions.

First of all, we would fall under category (c)(14).
Some info regarding how to demonstrate economic necessity is given as the following.
Quote:
If you are required to show economic necessity for your category, submit a list of your assets, income, and expenses.
This answers some questions about how the would determine economic need but we really have no details as to what determines if the applicant is in fact in need. i.e. we don't know how the 'compute' necessity from assets, income, and expenses.

And the other doubt I have was referring to another requirement I spotted there.

A copy of Form I-94, Arrival-Departure record(front and back),if available.
I'm EWI so I never filled one of these up. I assume they're the ones you fill up before boarding the flight at the airport. What would be the alternative for someone on EWI status like myself to the nonexistent i-94?

Well it does say "if available"

If you're an EWI it's obviously not available to you.

I think if you don't have it available (ie: EWI) it will not be required for the work permit application...but this is still speculation until we have more information.

Doubt this will be the case. As pointed out above, it says "if available". I assume it's because it will make keeping record of entry date a lot easier. But I would guess if I'm EWI school stuff will have to suffice. I remember filling out a little form when I first registered for school that asked me when I had entered the country, so I'm assuming this could work too.

Apparently god ran out of common sense to disperse to these people before they were unfortunately put on earth. It's like they don't know how to read. Which begs the question, how do they make it through college? as a C- student I guess.
