What does "She's hasn't gotten her GED yet" mean here? Does she mean that her cousin is already in school for GED, but not yet graduated? or is she planning to sign up for GED?

There's a huge difference. The first one will qualify her, but not the second one.

Yeah, and most of us work 100 times harder than other to prove ourselves. But sadly, some dreamers just gave up themselves and went for the easy way. They steal, do drug, gave up on school and get in trouble.
