Napolitano reiterated that the program will not cost American taxpayers because there will be a fee for the process (in addition to the $380 for work authorization and $80 for biometrics). It is important to note that DHS has not yet decided the cost of the application.

I wouldn't worry. This probably means you will have to wait maybe a little longer. But who knows, you will be able to apply in time after all because as you point out, we have been hearing those with final orders are eligible likewise. In fact, you should be first in line.

If you meet the requirements you should apply with a lawyer if you have final order.

If you here the whole hearing you will see that DHS will putting out a guide line on August 1, and start accepting application on August 15.
